The 2025 Traffic Code clearly defines the mandatory documents every driver must carry. If you’re stopped by police and don’t have your driver’s license, you could face a hefty fine — even if you didn’t break any rule.
Mandatory documents
According to Article 35 (2) of Law 195/2002, drivers must present:
Only the insurance policy can be shown electronically; all other documents must be in original form.
Penalties
Article 101 (18) of the same law states that not having these documents is a contravention punished with a class III fine — between 1,215 and 1,620 RON (roughly €250–€330).
The same fine applies to drivers who refuse to present the documents when requested.
Additional checks
If transporting goods such as jewelry or electronics, police can request proof of ownership — receipts, invoices, or a written statement showing where the goods came from and their destination.
Conclusion
Being caught without your driver’s license at control can cost you more than you think. Always check that you carry all required documents before hitting the road.
